高考英语全国卷1和全国卷2的区别在于考区、难度、题型不同：

1、考区不同

全国1卷考区：河南、河北、山西、山东、江西、湖北、湖南、广东、安徽、福建。全国1卷适用在我国东部和中部的部分省份，相对基础教育发达的区域、

全国2卷考区：甘肃、青海、内蒙古、黑龙江、吉林、辽宁、宁夏、新疆、西藏、陕西、重庆。全国2卷适用在我国东北和西北的部分省份，教育发达程度低于东部和中部的部分省份。

2、难度不同

全国1卷：难度比全国2卷高一个档次，对高考考生来说比较有难度。

1.教育部统一命题的高考全国一卷和全国二卷都是依据同一份考试大纲命制的，两份试卷的试题结构基本相同，区别不大。

全国一卷与全国二卷主要区别在难度上面，两份试卷在难度系数方面存在一些差异。考生分别在使用全国一卷和全国二卷的省份之间学习和考试不会有什么区别和影响。

2.从全国卷使用地区看，使用卷一的地区高考竞争压力较大，使用卷二的地区高考竞争压力较小，全国卷一主要适用我国东部和中部教育较发达省份，全国卷二主要适用西部教育较落后的部分省份；

通过比较可以发现，使用1卷的整体教育水平是要比2卷高一个档次的，当然，里面也有例外。比如辽宁教育就还不错，安徽在1卷试用地区水平较低。但是，试卷的使用地区是与整体教育水平呈线性关系的。
